Vision and Mission
The Commissioner, Hills and Surma Valley Division was established by the Government of Assam in 1893 which was subsequently known as follows:
Commissioner of Hills Division & Appeals, Assam w.e.f 1955/May,Commissioner of Hills Division and Cachar w.e.f 1965 to 1979 and Commissioner of Hills and Barak Valley Division w.e.f 1983 till today . The Commissioner of Hills and Barak Valley Division falls under the Head of the Department. There are five districts under the control of the Commissioner, viz. Karbi Anglong, Dima Hasao, Cachar, Karimganj, and Hailakandi. Out of these five districts, two district namely Karbi Anglong and Dima Hasao have Autonomous Council which are known as Karbi Anglong Autonomous Council and N. C. Hills Autonomous Council. The Office of the Commissioner of Hills and Barak Valley Division has been functioning as a supervisory authority over office of the Deputy Commissioners. It also functions as an appellate authority in the several Acts viz. Assam Services Discipline and Appeal Rules 1964, District Ministerial Service Rules 1967, Bengal Public Demands Recovery Act 1913,RTI Act 2005 and one of the important traditional function of its inspection of office of the Deputy Commissioners.
It may be observed that this division does not deal directly with citizens. This ensures the proper functioning of Five Districts and also implementation of the various development programmes. The Commissioner of Division has a wide executive power for making a significant contribution at the field level in the areas of the division and general administration of all districts/sub-divisions within his/ her Jurisdiction. The Commissioner of Division is also requested to give his/her guidance to all D.C.s and S.D.O.s of 5 Districts to take leading role in promoting the implementation of the community welfare programme within their districts/ sub-divisions. The Municipal Administration Department /Town & Country Planning Department will regularly inform the important features of these Schemes to facilitate Divisional Commissioner's involvement and guidance in their implementation. The Commissioner of Division has also supervisory responsibility over the working of all Government Treasuries within his/her Division.
To enable peace, harmony and expedite development of the 5(five) Districts within the frame work of constitution of India.
- Every year there should be regular and periodical inspection in respect of all 5 Districts and Sub-Divisions to hold solidarity and integration and social action.
- To consolidate and strengthen administrative mechanism in 5 Districts of the division.
- To supervise and to ensure the implementation of development schemes as well as low and order.
- To provide over all guidance with a view to ensure achievement within the given time frame.
